In 1969, Bogdan Lewandowski graduated from the Faculty of Law at Nicolaus Copernicus University in Toruń, where he earned a master’s degree. In 1993, he completed postgraduate studies in banking law and banking at Nicolaus Copernicus University.

Following the dissolution of PZPR, he joined the Polish Social Democratic Union for a year. In the 1990s, he became a member of the Polish Socialist Party and even served as its vice-chairman. Later, in 1999, he joined the Democratic Left Alliance. In 2004, he was one of the founders of the Polish Social Democracy and was actively involved in its national and regional authorities.
From 1997 to 2005, Bogdan Lewandowski served as a member of the Sejm during the 3rd and 4th terms. He was elected twice as a representative of the Democratic Left Alliance and represented the constituencies of Toruń no. 47 and no. 5. He played a significant role as the deputy chairman of the investigative commission that looked into the Rywin scandal. On January 21, 2005, he assumed the position of deputy chairman of the parliamentary investigative committee on the privatization of PZU. In 2005 and 2007, he ran in the subsequent parliamentary elections but was unsuccessful. From 2006 to 2010, he served in the Kuyavian-Pomeranian Voivodeship assembly of the third term, representing the Left and Democrats. However, he was not re-elected in the following term.
On June 12, 2011, he was elected as the acting chairman of the SDPL party by its convention after the party court removed its chairman, Wojciech Filemonowicz.
